Your camera's aspect ratio (ie thehorizontal to the vertical dimension of your visible picture) is either 3:2 (Nikon, Canon, Sony etc. DLSR or old 35mm)  or 4:3 (Olympus DSLR and most compact cameras).  In addition, your camera will probably have a panoramic photo selection with an aspect ratio of 16:9.

Traditional Photo Papers (other than 4x6in) and "A" size papers do not share this ratio.  So either the photo must be cropped or it will not have a uniform border (or borderless) on the printed sheet.
